I guess they mean you don't have to pay extra for the content on top of the monthly cost but then again the game itself is free since you can just download.

I mean I have had this game fore about 5 days and this game has been down about 10 times where is has not been a normal downtime. Why does the game go down 1 hour every game? I mean I have played on Guild Wars for months and never had any problem ...
